Homosexuality was decriminalised in 1977 – the age of consent was also equalised at this time.

There are anti-discrimination and hate-crime protections in place, but it’s believed that discrimination or harassment often goes unreported.

### Is there Marriage Equality in Montenegro?

While there has been some legal recognition for same-sex relationships available since 2021, any progress towards actual Marriage Equality is going to be difficult as - following an amendment in 2007 - it is specifically prohibited under the country's constitution.

It remains a socially conservative country.

In the recent [ILGA report on LGBTQ Equality in Europe](https://rainbowmap.ilga-europe.org/countries/montenegro/?ref=gtv.blue), Montenegro was ranked 18th overall. With a total score of 52.84%, Montenegro lost most of its points on the criteria of Family, Legal Gender Recognition, and Intersex Bodily Integrity.
